Nah, with mass testing, infectious rate goes down anyway. If they are cheap enough social pressure will do the rest.
They didn't have to mandate people to stop smoking, they just made so you didn't do it near other people your smoking could harm. You don't want to wear a mask, take it way outside.
You still have to take the new usual precautions.
