I don't think EFFDA said to stay silent. It wouls go against everything the Company has tried to do to save as many lives as possible. If this were the case, the Company should just say FU to the EFFDA and go with the Philippines and whoever else wants it.
Maybe in deep negotiations with a BP...one that is so lucious that justifies the silence. $100+ buyout?
