You enforce universal background checks by first closing the obvious, inexplicable, gun show background check loophole and the terrorist watch list background check loophole.
Also, by universalizing background checks you avoid what plagues major cities like mine. Tough restrictions circumvented by gun running from states with more lax registration requirements.
You COULD Google that and find that Chicago gun confiscations, on the street, show guns from IN, MS, WI, among others states, in large numbers.
Thee is no gun confiscation in Chicago, or anywhere else in the U.S.
I don't argue that those measures would stop all gun crime, and I've yet to read a credible argument as to why or how gun confiscation will take place.
