It was also stated Kyle is saying they won’t sell treasure to pacify the reef huggers at the Bureau in hopes they will issue a recovery permit.
Donating items might be good PR.
They could do both. Donate and retain title.
Of course you have to find it and then salvage it. There lies the problem.
