"PCR positive is no longer = Covid. You are not Covid positive now unless you get a second test to confirm it, and are presenting clinical symptoms. We shall see what the net impact of this indeed is.

This decision, made just recently as the new administration was inaugurated, will cause positivity rates to plummet. Anyone find this odd in why this decision has occured now, and not earlier?
This is a big deal, and this new "data" will push a change in how Governors respond to Covid.
