DC is under the ACT ...there was a Insurrection. Trump just waited to see their hand before applying it officially.
It was requested by the Mayor and Pelosi...Through DOD, Through Pence too the President. The President is the only one authorized to sign the action.
I smell trapped rats. It doesn't require putting the Nation under it. Now everyone in DC is under a Military Court system.
