In a crowd of people there is always 1 person that leads or has that ability to entice, or go a bit further and people will follow as long as they are not first or last in line. You have a power pusher up front and one near the back pushing the crowds from behind. Those in the middle can't think for themselves and just follow the front line and the back line is yelling to push forward.
