Would be interesting to know where the $1M in cash came from to pay the employees the bonus? Was it $1M of the $5M we should have rec'd from China by 12/31/2020? Was it shares that GNBT sold to keep the lights on, which was stated they don't need to do anymore since they have all the money they need from Bintai and China to fund the company moving forward? It does look bad to give the cash bonus right now, with no revenues essentially.
However, that being said, employees do need to be paid to pay they mortgages, food, healthcare, vehicles, childcare, etc. You can't keep good employees (I'll give them the benefit of the doubt on some of them) working for free. They need to live.
