The common denominator is that whoever pays for the test gets the results.
The only exceptions are if you do a DIY at home test, and pay for it yourself, you don't have to upload and share it with your provider unless you want to do so. That will be a big reason at home tests will be a success.
From what I can see, most all other passport providers, including private ones like IBM'S and organizations like Common pass, all tie into medical ecosystems which share your private information, including INSURERS. That's the biggest Orwellian problem or threat, in my mind.
