It certainly should, but I’m somewhat doubtful it will. The FDA and DSMC seem to be shackled by the rules, rules that were not written with a deadly pandemic in mind. To modify those rules violates their primary tenet of CYA.
When you are out of ICU beds, conducting triage to decide who gets a ventilator and ordering refrigerated trucks to store the bodies in while there are vials of a therapeutic that has shown very positive results in EIND’s sitting on a shelf it’s beyond negligent. These people are going to die anyway, but nobody in a position to make a decision will do so.
