Most Militia won't be used other than back-up as they tend to march to there own tune. However some Militia is prior military and are trained in combat arms. Meaning they understand chain of command, have taken live fire and have general knowledge of deployment and use of multiple weapon systems.
Add the police and able veterans. US standing army, ready to fight stands at about 3.5 million in the United States. Then you have layer's of another 3-5 million non veterans. In six weeks or less million's more can be readied to fight.
Armament's...well there is a lot of shit in mothballs.
