"No mention of Government contracts" Because no funds can be obligated by contracting officers until passage of the omnibus bill and Defense Authorization Act. Let's continue the conversation 30 business days after that happens. Then we will know if EPL passed SBIR phase two requirements and was deemed worthy of a followup contract.
