Concerning the core report: our concern was not the presence of red clays in particular, it was the presence of potentially intact, drowned Holocene sediments, especially those that could contain prehistoric cultural materials. The core report found that some areas contained intact early to mid-Holocene sediments. Because 1A-31 permits are limited to the identification of historic period shipwrecks only, disturbance of pre-contact (i.e. prehistoric) sediments and/or archaeological sites is outside the scope of 1A-31 permit activities. To remain compliant with the terms of the 1A-31 permit, 1A-31 permitees must refrain from excavating into these types of sediments, or anywhere intact early to middle Holocene sediments are preserved.
