If you scan up on that site, it provides an overview of the available therapeutics (I am looking forward to seeing Leronlimab listed here). Using these links, one can model how the available supply of Leronlimab could be allocated within the United States.
However, looking at the challenges the Philippines has, they would be foolish not to snap the available supply up immediately. From the Wall Street Journal (link below), it is estimated to take up to two years to vaccinate all of the country and the conditions seem too challenging for the Pfizer vaccine to be feasible. Leronlimab would be a useful solution given its ease of administration and potential for safe storage.
