"Which I will veto!" sadly is the operative phrase. Then the override process will take time. The upshot is that no DoD contracting officers will have funds to obligate for things (like a sole source contract) until that happens. The procurement pipeline will be plugged up (except for items deemed ongoing mission essential) until then.
