This is State Vs State. The only way to get the issue to the US Supreme Court.
It is a US Constitution issue and as subsidiaries of "The Company" THE UNITED STATES OF AMERICA "The Company" by their Ratification as a state in the UNION of states OF THE UNITED STATES OF AMERICA "The Company" ALL states are bound by the same US Constitutional Law.
to not apply the law is Treason and or Sedition. There is a rope attached to the conditions of being a State in the UNION of the UNITED STATES OF AMERICA 'The Company" and all politicians and employees take a oath to the same.
