I am sorry but I'm not even going to read the blog you cited. ICD10 codes are the condition and treatment codes, developed by WHO and utilized by CMS (center for medicare and medicaid) as well as private insurers to document conditions and related treatments.
These are the dewey decimal (is this still used?) and linnaean taxonomy of conditions and treatments.
