and i agree w your last paragraph- ZN has been the occasion for Israeli rewriting the terrestrial oil search rules -as ZN has pointed out the much more extensive rules the last few years-
not bc ZN did anything wrong but bc Israel, although it has had some terrestrial exploration for decades, especially in the south and near the southern dead sea, did not have extensive or continuous exploration I dont think until ZN, so Israel had not paid as much attention to the terrestrial subject matter until recent years
