The decision whether the government is willing to

The decision whether the government is willing to move toward a sole source contract, provided they have funding, likely can already be made. At least in terms of if it meets mission purposes and if the technology is fit to be awarded a sole source contract. The last one for phase two was awarded on 8/2/2019. So we may know full well by now for those who are in the know - if it will proceed. Would that be correct?
