so they throw red tape at the problem -those audits were finished Mar 6,2012 as per 6-25-12 PR-and then Bao waited til they had product sent to nearby LA to pick up cwrn ore on return trip to save on shipping-all because govt prematurely cancelled 2012 permits just before a ship was expected-all explained here and on another board many times as as u very well know
