Maybe, but it says...
"Bintai Kinden as it has the exclusive rights to distribute, sell and commercialise the vaccine in Malaysia,"
That is Distribute...Sell...Commercialize...It doesn't say research, development, trials, etc, which I guess would not be rights. Trials would be an expense and your wouldn't promote that in a PR.
