I have been in very few penny stocks over the years many many years I have been investing since back in the mid 80's that bought back common shares. None of these companies ever do it unless they expect the PPS to go much much higher. In every single case the PPS of the stocks went up HUGE from where the share buy backs began. Think about it, this was a very large buyback of 25% of the NTEK common shares. It reduced the OS to 550 million and the float to just over 300 million.
