Here is the lawsuit that may win Georgia for Trump....Appendix A (p.33) is the actual agreement between Dems and Raffenspurger.
They agree they can change the procedures under state's admin procedures act....strange wording, they agree to enforce an existing rule. I did not find where they claimed to be inventing a new procedure, but they must have....without admitting it. That explains the deal. They simply claimed to be following existing law...while knowing they are not. avoids criminal liability. Only guilty of incompetence then

a) The State Defendants, in their capacity as members of the State Election Board, agree to promulgate and enforce, in accordance with the Georgia Administrative Procedures Act and State Election Board policy, the following State Election Board Rule 183-1-14-.13 of the Georgia Rules and Regulations." ~~~~~~~
