It's possible existing structures can be repurposed for making test kits.
All the test components are plastic or paper. Some injection molding, some assembly, and perhaps farm out the paper boxes to printers to make for them.
Same type of equipment is needed as for making pregnancy tests so it is not uncommon. With the UK expediting permits, it's possible would not take long to implement.

Increased availability.
Increase jobs and GDP.
