I never talked to DOC. I think the board estimated 400 million shares possibly not counting restricted. Nasdaq won't allow just any company to be traded on its exchange. .unless the company must have a minimum of 1,250,000 publicly traded shares Maybe 3 for 1 forward split to get into Nasdaq. The restricted shares and their redemption ration could make up lot. Most likely not all. Might be likely 2 for 1
