The machinery of voting is the source of the problem as well as a partial shield. Over 3,000 counties operate 85,000 polling places throughout the country, employing a variety of commercial technologies. The number and variability of targets make it difficult to mount an attack at sufficient scale to be assured of altering an outcome.
