Mexican beaurocrats are not the cream of the crop. You cannot expect them to do their part unless there is something in it for them. AMLO is trying to change that, but this is an age-old system based on cronyism and corruption.
Did NP offer first dibs on LL? Did he offer a better price? He said on a CC that a foundation would have to make it available to other countries that could not afford it.
I am not at all surprised that having 350 combo data ready 2 years ago, NP did not apply to U.K or other countries until now because meds are 30-40% less there. He wants the whole enchilada. It does seem more logical though to have applied before instead of doing Iliad deals. Just my opinion
