Sell to the colleges, themselves, go to the admissions offices, the athletic departments, the provosts, think big.
I don't know about tax preparers but I'd try to sell to regional H & R Block offices, say, rather than the individual practitioner down the street.
Your strategy seems to be to maximize your efforts in the service of minimizing your revenues.
