I read that different. The "member state" is the UK (at least up to 12/31/2020 it is considered a member state for this purpose, at which point the transition period with the EU end). The "EEA" is I believe the European Economic Area which I believe includes the UK (at least up to 12/31/2020, at which point it leaves the EEA). "In the whole clinical trial" appears to be everything, both the UK (aka the EEA) and the US (the other nation), which says 290. But, maybe I'm wrong, but that is how it reads to me.
