LOL, but you forgot they did show some common sense by buying Innova TriedandTested for cost effective tests and DLT test recordkeeping. That's a good first step.
I think keeping the testing and contact tracing as two separate jobs would help make the contact tracing more effective because it would be getting solid test data to work with that can be divided or separated a number of different ways.
