The stock grant pool, against which many voted, are intended as inducements to both retain and attract new talent, i.e. Dr. Recknor and Dr. Rahman (pulled from Mesoblast).
Your question presupposes that the remaining 75 million authorized shares are insufficient for operations over the upcoming months.
$200 million should be sufficient for quite some time, IMO, until EUA or Approval for COVID and HIV.
