My opinion is they cannot say yet that a specific path forward has been identified. Therefore to protect themselves legally they use the word “potential”. It is very similar to a radiologist requesting an MR and CT on the same patient even though the MR would give them the information required. Unfortunately it’s cover your behind because of legal concerns.
