I have to disagree since I have been voting by mail between 8 to 20 years, I don't remember? I do not chance actual mailing so I hand deliver to the actual election office inside the building and placed directly into voter drop box. Where I can be seen 24/7 and can also see all officials and security guard.
New mail in voting would do far better with learning curve(s) plus mailing in on a non Presidential year however, "IF" I recall as long as the voter has not mailed it he/she may take that card to the actual place of voting and vote by machine but the card must remain or be destroyed by supervisor of Elections. If I recall your name will still to shown at your regular polling place. Laws maybe different in different states? This circumstances was years ago so I am not sure.
Also reference voters fraud it is what it is but mainly I personally feel there isn't enough proper time to allow the mailing effects in general. The same with Trump trying to fill the vacancy to the Supreme Court but as a Republican.... Trump fill the damn position ASAP and stop the damn tweeting!
