The MM's (some of them) break the "rules" as it suits them for their own personal accounts and/or the accounts of top clients for the sole purpose of capital gains that will far outweigh the ridiculously puny fines that the SEC imposes on them each year for their regulatory violations. Barely a slap on the hand, so definitely NOT an effective deterrent.
