While we are always have a tendency to do the minimum documentation to get away with when it it comes to certification of our equipment, the Japanese have that culture of "not losing their face", where it would be an insult to tell someone to have made a mistake. So in order to avoid that, they apply for FDA equivalent approval with the maximum possible amount of documents such that the will surly not be any questions remain unanswered. I can imagine something similar is the case here.
