Vaccine testing is reliant on testing in a large patient population that has a likely exposure to the disease. Testing with a small phase 2 exists just to determine safety not efficacy. In a small patient population it is impossible to determine efficacy because the exposure variable may be very skewed. So Putin relying on phase 2 is non-scientific and simply laughable.
