You are correct about empty cans staged on top rack.
I work for Anheuser-Busch and most finished products will be in a cardboard tray for a 24pk/tray. You can see that on the short filled stacks that are six layers high.
If you look close on the empty can stacks on top rack you will notice a thin gray/green plastic slip sheet between each layer. Remember these are empty cans and have no lids on them so this helps keep contaminants out while being transported.
