On several occasions, I was by myself at the high bid and sat there for a long time with no fill and no other volume. Level 2 showed more than one large ask priced just below my bid price. I was convinced that the asks were fake, and also at times the bid never appeared at all, not even in the share count. Some of their fiddling is geared to pad their own private accounts. All they ever get are "token" fines once a year for breaking the rules. It's a joke compared to what they gain from it, and it only takes one or two rule benders in the bunch.
