Sure seems that way. I'm ambivalent about whether they put out another proactive video or not. Usually, its just an incremental update or a reinforcement of what we've already been told because some begin to doubt it for one reason or another.
Personally, I would like it to remain quiet until AFTER a major milestone is achieved like EUA, uplisting, etc.; not leading up to it even if its just before the signing of any documents with the parties in the same room holding the pen onto the paper.
