It is hard for any of us to know the motivations of others. My belief, is that government officials when stressed and overwhelmed, adopt approaches without understanding the ramifications of those decisions. We all are prone to these behaviors.
Locking down the economy has had and continues to provide profoundly negative impacts.
When given the opportunity of obtaining "herd immunity" many will, and apparently have, jumped at the opportunity.
Many of my colleagues, other EMTs and Paramedics, but clearly not physicians, thought herd immunity sounded great.
Unfortunately, far too many stopped to appreciate the cost of getting to that point (even as we now are learning that heard immunity may never be obtained due to viral mutation and evolution).
I prefer to believe that most behave badly from ignorance, rather than malice.
Of course, I could be wrong and these decisions could have been made with full knowledge and cavalier disregard of the consequences.
Karma may be due as you suggest.
