OWS is funding trials of other therapeutics as indicated by this News Release at NIAID, Fauci's Department.

To me, this news release answers the question of what a "robust" trial means - BIG!
Those departments under the OWS "partnership" umbrella all want to see "BIG" trials. They are not impressed with what the trials may demonstrate about a vaccine or therapeutic, they are impressed by the size of the trials.
Guess who can do big trials? BP!
