I was not surprised, I was somewhat confused by the comment, hence the "??".

That double negative indicates to me that Quantum had and is still calling the app an immunity passport. Which I don't agree with.

So I was somewhat confused "??" and just posted the fact that "QMC labelled QDXH as an immunity passport when it was initially announced" and that they later pivoted to calling it a Health Status app.
Yes, some in the industry were talking about immunity passports early on, both pro and con.
Some were talking about track and trace apps early on, both pro and con.
Some were talking about contact tracing apps early on, both pro and con.
"Immunity passport" fell out of favor so QMC and others starting talking about broader health status apps instead.
I remember all of that.
