Problem is that people who pursue power do it to either have power to rule or want power to challenge the first group but then become like the first group since power always corrupts.

So those who have power are either corrupt or on their way to becoming corrupt. Just s matter of which % is higher at any given time. Right now, I'd say the 'already corrupt' are in the majority.
