On the subject of fabrication, "Fabrication" pretty well implies an external supplier. These delays do happen, but are controllable. Sometimes vendors promise thing and then do not deliver. If times are really hot (and right now in Ontario I would say they are luke-warm), they may simply be overloaded and will get to it when they can. Otherwise they prioritize you and put you into their production schedule. This schedule can be changed however, by a customer, when pressure is applied. Hence the "expediting" function.
It is not really related to design changes. Fabrication simply means that it is off-site. "Site" meaning the JBI plant. Note that they use the term "assembly". That implies putting all of the various pieces together, as opposed to building from scratch. The process would be that JBI would prepare shop drawings to describe what they wanted fabricated. Vendor drawings would be returned from the vendor if necessary to describe what they can build. If there is a design change the drawings are updated. Simple. It would not affect the timelines much.
In JBI's case, with their financial situation, I would guess that they might have trouble getting vendors reliably. And I would guess that they would have trouble getting high on their list when it comes to the production schedule or expediting anything.
Unless, of course, they are JBI Business Partners that receive shares in payment... snicker..
