Actually, per the webinar their health passport is under development and they are currently talking with one government about deployment. Based on their company locations, my guess would be Korea, Singapore or Israel.
The problem with their website https://www.orbs.com/ is that it is filled with information about their existing blockchain ecosystem, which they launched in March 2019. Orbs raised US$118 million in its initial coin offering (ICO) in June 2018. The white papers on their website (https://www.orbs.com/white-papers/ ) describe their blockchain technology and its uses.
They seem to use Twitter for attracting interest in coming attractions like the Health Passport. But, I don't think the passport is major focus for them, just another side project.
