Cross trades from one account yo another. Also they may hold them at different clearing house. Acting in concert. All of these why are not proper. Hard to enforce. Once major revenue or major contract comes out they can be caught short sometimes. With tight spreads if major news come out a huge increase in price could occur. Justifiable real trading comes in with news or special situations. Right not the MM really are not being challenged.
