Unless contact tracing is government mandated and

Some countries have appealed to patriotism and preached the science and achieved buy-in for masks, tests and contact tracing and done better than flatten the curve.
Testing is a necessity to know who has Covid-19 and to quarantine or isolate them so they don't spread it further.
Next step is to voluntarily get positive cases to cooperate in contact tracing. Most will cooperate. Nobody wants those closest to them - their parents, children and spouses to die from this horrific disease. If it was upt to me, the few that "pushback" (Pushbackers), can either be jailed if they are violating a law, or they can sign a waiver giving up all future rights to medical care related to Covid-19 and go on their merry way. Seriously, if they think their rights are being violated by contact tracing, then wouldn't it be logical that everyone else's right are being violated by needful exposure to Covid-19 by not notifying those that have been exposed by the Pushbacker?
Realize also that the entire population is not being subjected to contact tracing, only the positive Covid-19 cases.
So, to me, the question is, to quote the words of Spock, is whether, “Logic clearly dictates that the needs of the many outweigh the needs of the few.”
Captain Kirk answers, “Or the Pushbacker.”
