I actually do use etrade. I was afk most of the afternoon and didn't see your question until now.
When I put my order in, there were shares available at .2409, but I only placed my order for 700. If I tried for more, I might have gotten more back then. But after my fill, whoever was offering shares apparently pulled their offer. It's hard to know exactly what is happening with the orders that are below 10000 shares because they don't display.
So now, my highest bid was .25 for only 1000 shares, but I got no fill, so there are no shares available at or under .25. Not sure where the shares are coming from since it's a new issue, so maybe we have to wait for insiders to put up offers? Never traded such a new issue before.
As for the commission, they have weird parameters they base that off of.
