Yes, I think Jumio matches your ID Photo on your license to your Jumio selfie while registering the HealthID app. It eliminates the possibility of someone else taking your cv19 test - anti-cheating, so to speak.
My guess is we pay Jumio a small amount for each registration as they occur. BTW, Jumio makes you take a great fullface selfie.it won't snap it till it's just right.
