It means someone felt comfortable lending Cytodyn $28M secured by shares DOUBLE the ending SP today (plus all other assets except IP which is typical if you take a loan out). This means the lending party has unfettered confidence that CYDY will make good on paying back the loan and that the SP will be eventually north of $10.
